V d\u016fsledku extr\u00e9mn\u011b v\u00fdhodn\u00fdch hypot\u00e9k si na bydlen\u00ed p\u016fj\u010dovali i ti, kte\u0159\u00ed nakonec na spl\u00e1cen\u00ed nem\u011bli, a kv\u016fli nep\u0159im\u011b\u0159en\u00e9mu v\u00fdskytu t\u011bchto nespl\u00e1cen\u00fdch hypot\u00e9k za\u010daly krachovat hypote\u010dn\u00ed banky. Trh na to reagoval rozs\u00e1hlou kriz\u00ed, v dal\u0161\u00edch letech prudce klesly ceny nemovitost\u00ed a zdra\u017eily se hypot\u00e9ky. Postupem \u010dasu ale bylo t\u0159eba rozh\u00fdbat trh a proto se i za pomoc\u00ed m\u011bnov\u00fdch n\u00e1stroj\u016f tla\u010dily \u00farokov\u00e9 ceny hypot\u00e9k dol\u016f, co\u017e zap\u0159\u00ed\u010dinilo dne\u0161n\u00ed stav, kdy jsou \u00farokov\u00e9 sazby na historick\u00fdch minimech a s velkou d\u00e1vkou nads\u00e1zky je mo\u017en\u00e9 \u0159\u00edct, \u017ee &#8222;je pen\u00edze lep\u0161\u00ed dlu\u017eit ne\u017e m\u00edt&#8220;. Na \u00farokov\u00e9 sazby nav\u00edc tla\u010d\u00ed interven\u010dn\u00ed opat\u0159en\u00ed \u010cNB, kter\u00e1 dr\u017e\u00ed hodnotu koruny v\u016f\u010di Euru kolem \u00farovn\u011b 27 CZK\/EUR, co\u017e zp\u016fsobuje velk\u00e9 mno\u017estv\u00ed pen\u011bz v ob\u011bhu a sni\u017euje jejich cenu. D\u016fsledkem tohoto stavu je fakt, \u017ee ceny nemovitost\u00ed op\u011bt vy\u0161plhaly nahoru a \u010cNB za\u010d\u00edn\u00e1 m\u00edt strach z p\u0159\u00edli\u0161n\u00e9 uvoln\u011bnosti hypote\u010dn\u00edho trhu. V \u0159\u00edjnu 2016 byla zavedena opat\u0159en\u00ed, kter\u00fdmi doporu\u010duje bank\u00e1m neposkytovat hypot\u00e9ky nad 95% LTV (tedy zjednodu\u0161en\u011b se jedn\u00e1 o situaci, kdy si v\u011b\u0159itel p\u016fj\u010d\u00ed 95% hodnoty nemovitosti) a hypot\u00e9ky s ukazatelem LTV mezi 85-95% poskytovat jen do v\u00fd\u0161e 10% pod\u00edlu na celkov\u00e9 hodnot\u011b poskytnut\u00fdch \u00fav\u011br\u016f.Od dubna leto\u0161n\u00edho roku by se limity m\u011bly potom znovu sn\u00ed\u017eit a to tak, \u017ee \u00fav\u011bry s LTV 80-90% by m\u011bly tvo\u0159it jen 15% poskytnut\u00fdch \u00fav\u011br\u016f a \u00fav\u011bry s LTV nad 90% by banky nem\u011bly poskytovat v\u016fbec. Jedn\u00e1 se pouze o doporu\u010den\u00ed, m\u00e1 v\u0161ak formu tzv. &#8222;comply or explain&#8220;, banky by tedy nedodr\u017een\u00ed doporu\u010den\u00ed m\u011bly p\u0159ed \u010cNB d\u00e1le obhajovat. Banky jsou prozat\u00edm zdr\u017eenliv\u00e9 v hodnocen\u00ed dopad\u016f t\u011bchto opat\u0159en\u00ed, shoduj\u00ed se ale v tom, \u017ee hypot\u00e9ky zdra\u017e\u00ed kv\u016fli n\u00e1rok\u016fm na reporting a administrativn\u00ed z\u00e1t\u011b\u017ei vznikl\u00e9 kv\u016fli opat\u0159en\u00ed. Tzn. \u00faroky z hypote\u010dn\u00edch \u00fav\u011bru se zv\u00fd\u0161\u00ed, ale rozd\u00edl v cen\u011b hypot\u00e9k bude kr\u00fdt vy\u0161\u0161\u00ed administrativn\u00ed n\u00e1klady a nebude nutn\u011b znamenat zv\u00fd\u0161en\u00ed \u00farok\u016f z vklad\u016f. Krom\u011b toho se kv\u016fli limit\u016fm je\u0161t\u011b v\u00edce znesnadn\u00ed p\u0159\u00edstup obyvatel k hypot\u00e9k\u00e1m kv\u016fli nutnosti vy\u0161\u0161\u00edch vlastn\u00edch zdroj\u016f a v p\u0159\u00edpad\u011b \u00fav\u011br\u016f s vy\u0161\u0161\u00ed LTV lze p\u0159edpokl\u00e1dat i vy\u0161\u0161\u00ed \u00farokovou sazbu. Pod\u00edv\u00e1m-li se na situaci z pohledu vlastn\u00edka nemovitosti a z\u00e1jemce o koupi, bl\u00fdsk\u00e1 se snad na lep\u0161\u00ed \u010dasy kupuj\u00edc\u00edmu, proto\u017ee celkov\u00e1 situace a ni\u017e\u0161\u00ed dostupnost \u00fav\u011br\u016f by m\u011bly tla\u010dit ceny nemovitost\u00ed dol\u016f. Na druhou stranu se na tuto situaci mohou t\u011b\u0161it jen kupuj\u00edc\u00ed, kte\u0159\u00ed maj\u00ed zaji\u0161t\u011bn dostatek vlastn\u00edch financ\u00ed, proto\u017ee tzv. 100% hypot\u00e9ky ji\u017e prakticky skon\u010dily.
